FinCEN BOI
Preserve exact public records as the policy environment changes, then reconstruct only the ownership/control relationships that separately public evidence can support.
Problem
When public records change, disappear, or become hard to retrieve consistently, later analysis needs more than a downloaded folder. It needs a chain showing which exact bytes came from which public URL at which time.
Preservation
The crawler is allowlist-bound, conservatively rate-limited, stores objects by SHA-256, and appends retrieval events to a manifest. The per-URL change ledger is rebuilt as a pure function of that append-only history.
Recovery
A 200 response is not automatically treated as content. Challenge and interstitial responses are classified and preserved as observations; recovery routes to other lawful public representations rather than bypassing controls.
Reconstruction
The ownership graph uses only separately public sources. The confidential CTA-filed BOI database is not treated as available evidence. Relationships remain source-addressable and temporally versioned.
Boundary
The system can preserve and quantify what public records establish. It cannot convert absence of public evidence into proof that a relationship does not exist.
